No, you can't rate-limit per user. Limit network access to those who need it
and install a firewall to block undesirable traffic.

1 of the new wiz - bang bits on a Cat 6500 with sup 720 is per user policing
or micro-policing.

it is intended for where you want to limit bandwidth per user overall, or
for a specific protocol

fairly expensive toy if that is all you want it for - a config is going to
start at $40k......
