We have multiple web sites on multiple domains running through a
single ip address. We have an ip tables firewall which works well but
we currently have no bandwidth management. Our main goal is to make
sure that no one user or website can occupy 100% of the available
bandwidth and that there a rules in place that define minimum
bandwidths for each site.

Can anyone point me in the right direction in terms of software
available for Linux or provide any advice?

mod_throttle (http://www.snert.com/Software/mod_throttle/) should do the
trick.
