Introduction

The comp.doc.techreports newsgroup dates from the early mists of
Usenet history, with the first control message archived at ftp.isc.org
being dated May 23, 1991. The original moderator was Laurence Leff
through to 1990. The first mention of a moderator in an archived
control message was Richard Golding in 1995. Submissions of historical
details to fill out this section are welcome.

Starting in the summer of 1998 the group became inactive until March
2000 when the moderation authority for the group was passed to Brian
Edmonds, who is currently sole moderator.

Since its creation a number of control messages have been sent which
at some sites appear to have erroneously changed the status of the
group to unmoderated. If this is the case at your site, you should
bring it to the attention of your news admin, as any postings you make
to a moderated group which is not properly recognized as such at your
site will be silently discarded at any site where the group is
correctly carried as moderated.

Charter

The oldest creation messages for the group describe it as simply
"Lists of technical reports." In practice, any posting will be
accepted which contains the following information related to a
Computer Science technical report:
* issuing institution or company and catalog number
* title and author
* abstract
* how to retrieve the full report

The subject of the post must be the report catalog number and title.
The sender of the post may be either the author, or an individual at
the company or institution who serves as the external contact for
queries concerning technical reports (such as a librarian).

Listings of multiple technical reports issued by a company or
institution are also acceptable, and may omit (or shorten) the
abstracts in the interest of brevity.

Notices of reports in foreign languages are welcome, but must include
an English translation of the abstract, and the subject line must also
be in English.

Miscellaneous Policies

The moderator and the moderation software will also enforce the
following policies:

* Postings must be in plain text. In particular no HTML or mixed
text and HTML posts will be allowed.
* Postings must be formatted within 80 characters in width (limiting
your lines to 72 characters is recommended), and also must not
exhibit the long/short/long/short/etc misformatting that some
posting agents can produce when misconfigured.
* No binary postings of any sort will be accepted. Exceptions will
be made for cryptographic signatures and such. S/MIME signatures
are usually far too bulky and will probably not be accepted.
* Crossposting to more than three newsgroups will not be allowed
except under special circumstances. Contact the moderator if you
feel you need to crosspost to comp.doc.techreports and more than
two other groups.
* Followups will be directed to poster unless otherwise specified.
Like crossposting, no more than three newsgroups may be followed
up to.

All posts will first pass through a software agent which will either
immediately reject the post and return it with a note explaining the
reason for rejection, or will return an acknowledgement of receipt to
the poster's email address. Moderation after that point is done
manually and will vary in the time required. Posts deemed to be
entirely spurious will be deleted unremarked; all others which are not
accepted will be returned to the posting address with an explanation
of the reason for rejection.

Posting with a non-replyable address is strongly discouraged. If you
feel you must post with such an address, please make sure you are not
using one in a valid mail domain; appending .invalid to the address is
the recommended way to ensure this.

How To Submit a Post

At a correctly configured site you should simply be able to post to
comp.doc.techreports and everything will be managed for you behind the
scenes. If you find this does not work for you, you can submit
directly to the submission agent by mailing your posting to
comp-doc-techreports@gweep.ca.

Please try the newsgroup first, and be sure to bring any problems to
the attention of your local news administrator so that they can be
dealt with.
